If it works in Line mode, both sending and receiving from your computer, but not in Local mode, there are a few possiblities.
The Line-Local relay has some dirt or something on the contacts. The relay is not energized in Local. Its in the UCC-6 just behind the Molex connectors with a gray insulator over it. One small screw removes it for visual inspection. You will have to remove either the printer or the UCC-6 to get to it. I recommend the UCC-6 as it only has 4 screws holding it in. Remove all the Molex plugs, the one difficult screw is near the ground connections, the other 3 are obvious. Check the contacts while working the relay by hand. Actually, do this last. First check the following.
Another possibility is the Local loop supply. I recently found a bad resistor, the big green one in the UCC-6 where you change the connection for 20 or 60 MA operation. Check to see if its open across the end connections. This was the first time I have ever seen this resistor fail, but thats an easy check.
Make sure your distributor is in the home position and the carbon brushes and or spring that connects isnt broken or missing. If you cant see clearly, you will be able to when you remove the UCC-6
You can blind the kybd by removing plug # 7 and shorting pins 10 and 11 on the UCC-6. Then power up and see if the 33 runs closed. If so, the problem is in the kybd.
Try all the above and see if any helps. Sorry they are out of sequence, I am thinking about it as I write.
By the way, Bill, I found a typewheel with the small characters on it for an 80 or 82 line 33. I know you have one of those printers.

Is there a "for dummy's" web page or document that a semi-knowledgeable person like myself can use to test for diagnosing why my ASR 33 TTY does not stop chattering in LOCAL mode? I have gone over the machine and compared with a working unit and I am frustrated, I cannot determine if the problem is mechanical or electrical. I don't *think* the BREAK key is stuck "on", there are no obvious to me switches out of place, Any advice? A checklist?
