AT&T Long Lines.  Several editions, and at least one of them is online
as a pdf.  I think if you google for it you will find it.

As for this "government rate" bit rate, I guess we need some former
Bell System techs who used the test set who might know how it was used.
We've been talking about start-stop, but it could have been synchronous
as well.
