Hey Nick;

BEFORE YOU DO THIS - wait a day or two to see if any of the actual
experts makes a comment. I play with my 28-KSR all the time, but
I haven't had a 28-ASR in a while - so I don't know if there is
anything else to check.

First - press the LOCAL CR key. Does it move the way you'd expect?
If not, it is not engaged properly. To fix that:

1. locate the 4 screws that hold the typing unit to the base. There
are 2 in the front (right and left side of the plate with the
wheels on it. Two in the back (back left of the typing unit - very
easy to get at and one just infront of the motor which requires
sticking a LONG screw driver down where the magnets are). Don't undo
the one that holds the motor in place.

2. lift off the typing unit. I lift it by holding the back left side,
wrapping my hand around the section that holds the roll of paper, and
the lower right front, near where the right screw goes.

3. put it aside and play with the LOCAL CR key. See where it goes to and
how the pawl moves. Does anything look bent?

4. if all appears well, put the typing unit back.

First, gently place the front of the typing unit on the two pins that hold
it in place. Then lower the back part until it comes to a stop.

Next, turn the motor with your finger , looking at it from the right side
of the cabinet as referenced from the front of the machine (where
you'd be sitting) and turn it counter-clockwise or so that the top
turns toward the front. The typing unit should seat itself.

Finally, continue to turn the motor by hand, and hold down the LOCAL CR key.
If you fixed the problem, after enough turns you should see the
platten rotate. Reinstall the screws that hold the typing unit in
          place.
