[GreenKeys] 28ASR likes local FIGS, not line FIGS

I think I've answered my own question - looks like this 28ASR has got
unshift-on-space and my QBF generator must be sending
...BACK<FIGS><SP>01234567890
My QBF test tape must have ...BACK<SP><FIGS>01234567890 and my other
typing unit must not have unshift-on-space.
The great thing about being a novice at TTY technology is that I do
indeed get to learn something new every day!!
Second acomplishment of the day - looking at the power switch control
rod lying on the table next to the otherwise assembled 28ASR and
saying hmmm. Managed to sneak it under the base and the ESU to wiggle
it into the proper location without having to disassemble the whole
dang thing. Now I can turn it on/off without sticking my fingers into
the motor fan....
Next up - 1) figuring out why the LOCAL CR lever isn't engaging the
typing unit. 2) figuring out where those other leftover parts go.....
