Looking at the page source, the file is:
... http://downloads.bbc.co.uk/norfolk/eafa/INV340909-Low.mp4

Just click on it, pause it, use "Save Page As" to grab the file, 
then dismiss the actual page (so your browser doesn't waste 
time downloading two copies of it :-).

You'll need an MP4 capable player to view it (such as Quicktime, VLC, etc...).
