I agree with Tony: the guy just guessed and hoped for luck. 

If two or three people send him offers that are in the "reasonable"
range, he'll get the message. Of course, he might assume that everyone
who mails him is a dealer trying to lowball the item, and figure he
should hang on to it for a while, but (as another member pointed out)
at least he won't junk it.

BTW, I've been off the air for a while: is "Good Old Fashioned" FSK at
45 baud still a viable mode?
