If, as the seller says, this equipment was used for tape controlling a 
Linotype, then wouldn't it be more likely that it is a Model 20 (6-level)?
That's what the Teletypesetter and compatible (e.g., Star Parts
Autosetter) systems required.

The BRPE would punch 5, 6, 7, or 8-level, "depending on the
unit and punch block selected".

It is interesting that he suggests that the BRPE was used with a PDP.  
They were also used with standalone special-purpose computers such
as the Compugraphics JusTape (which would read an unjustified tape,
process it, and use a BRPE to punch a nominally justified tape for
input into the TTS Operating Unit).

Alas, NY is just a bit too far from me to make this practical.
