Possibly what he means here are are
1. U.S. Bell System and most everybody else, with punctuation marks and
bell on FIGS-S
2. U.S. Bell System "fractions" character set with bell on Figs-S
3. U.S. government "weather symbol" character set with bell on Figs-S
4. Western Union and European with various punctuation marks and bell
on Figs-J
and in fact there are variations of that last one depending on whether
it's a page printer or a tape printer.
