Jack answered my question....below.

67 wpm was used to make US TTY's compatible with the European 66 wpm systems.

The difference is due to the extra 0.5 length of the stop bit. Most military

machines had the 67 wpm position on their shifters (like the UGC20's and UGC77's).

I have shifters that are 60-67-100 and 60-75-100.  Bell machines had the 75 wpm position

to be compatible with their own 75 wpm networks and other US-based

75 wpm systems. They didn't worry about anything "off shore".
