I haven't tried it with power up.  Jeff probably is onto something.  I
recently installed a "new" ground system for my equipment.  I pulled up a
section of the feedline inside the shack from behind the operating table
and away from the ground connections.  I have finally been able to make
some contacts on 20m.  I may have been having the same issue on 15m so it
appears the issue was happening the higher in frequency I went.  At least
people are stopping to listen for me now although I guess my signal is
rather weak (trying to stay under 100w for the Low Power category of the
contest).
