If "silliness" is defined as "bidding behavior I don't like", then
sniping does neither of these things.

How does it stop a "shill" bidder from bidding?  It doesn't.

How does it stop other people from acting "silly"?  It doesn't.

(Aside, I think far too many people allege shill bidding than actually
happens.)
