Nonsense.  The sniper has a max bid like anyone else.  In fact, the
sniper has only *one* chance to set their max bid.  Someone who bids
earlier has the opportunity to increase their max bid if they want.
If they increase their max bid higher than the sniper, then the sniper
loses.  I have manually outbid *many* snipers.  I did it just last
week.

No, all that matters is whoever bid the most, sniper or not.
