could be a gearing issue or it could be just a simple signal generator adjustment...
You need to check the gear set to determine the transmit rate... if it matches the ASR
(because you mention the ASR and the 15 print the same garble) then look to the signal generator.
 
Easy way... friction tight the Signal Generator locking screws... loop an RY test tape... rotate the SigGen eccentric a 
little in each direction till the garble changes to RYRYR... find the "center" where the garble clears up and retighten the
sig gen locking screws...
