[GreenKeys] model 28 paper winder...another question

Steve,
 Its a "printed material" winder. ...yes when mounted correctly the bar detects slack in the print copy 
and starts the motor to wind till the bar is lifted and the limit switch opens to stop the motor.
 
with a little work it could be used to "re-wind" paper from a fanfold supply or "Seperate a multiple copy roll of TTY paper
