Having been employed by the dutch PTT as a teleprinter operator, I can add 
that the ZCZC/NNNN combination was used extensively by commercial 
telegraphcompanies like Imperial, Western Union and Commercial. 
Government-owned stations like BELRADIO and DEURADIO (Belgium and Germany) 
also used it, but I can't remember seeing it on the dutch coastal station 
(Scheveningen Radio).
