It's a clock that generates the Baudot code for each digit on a
set of contacts.  These were used in the Delta Airlines ASR sets,
and maybe other places so that the operator could produce a correctly
formatted message tape without having to enter the time of day through
the keyboard.  There is a magnet on the base that functions to prevent
the wheels from changing while the information is being read into
the tape punch.
