Kurt,
Do you have any of the TTY computer programs like MMTTY or TrueTTY? If the
signal is not encrypted, they may be able to read it. But you will have to
try all the different speeds/baud rates and shifts. A lot of the
commercial/military systems use 67, 75 or 100 wpm (or higher) and 85 or 425
Hz shift. And there are a lot of signals on the air that you just can't
"tune in" and decode; so I assume that they are encrypted or at least not
5-level Baudot/Murray code.
