Sounds like it has the wrong speed gears in it.
Since the keyboard garble is the easier of the two to fix via
e-mail, I'll tell you what I know.
When you open the dome of the 28, down in the front you'll see a little
silver box marker "DO NOT OIL". Take the little nut off and peak inside.
You'll see the keyboard contacts. Try cleaning them with a little alcohol
and buffing them with a piece of Teletype paper (that's what I've always used).
They are also like the "points" on an old car. They can be adjusted but
to do that you'll need an oscilloscope or distortion analyzer.
You say it prints garble in the loop. What does it print on itself when you
use its keyboard (being that they are running at the same speed)?
