That was my impression too, naval RTTY with encryption. It's on the air
almost continuously, which then begs the question, how much RTTY is left in
use in the fleet on HF anyway?
All the armed forces have been dumping conventional Baudot and ASCII
equipment for the past 25 years, even the 1980's Frederick and HAL
equipment. So...who is listening to those broadcasts these days, and where
do they originate from?
There is hardly any RTTY left on HF outside the ham bands which isn't
encrypted. French station FUF is in the clear during their ID sessions but
when the actual traffic starts, my terminal loses synch and that's it.
Radio Pyongyang used to make sure you got the word on Baudot in the clear,
but I haven't found them lately. I have the capability of decoding 3rd
shift Cyrillic, which is supposed to be in the clear for the Russian fishing
fleets, but I have never figured out how to get it to work and lost interest
before going nuts with it, especially since I would only be able to
understand an occasional snippet of the text.
