I couldn't have answered your question before the visit by George and Rich.  The controls are for an "under dome typing reperf" for which the wiring still exists in the '28 even though the unit is gone.  Not only that but we have an under dome typing reperf that I had been using for a doorstop.  Well, not really but I certainly didn't know what it was.  George and Rich immediately identified it of course.  It seems it has 100wpm gears and we run the 28s at 60wpm.  George said he'd try to find a three speed gear box for it.  If he does we can consider reinstalling it in the '28.
