yep yep yep..... its distortion test set....

used it (or one alot like it) quite a bit...
 
I beliece the rotary sw at the bottom left has a "fox test"
at the lower left rotary position 

after repairing a '28 would have a tec controller patch me
a test and make sure the set would work thru a range setting
with a known distortion level...

we (ASA, INSCOM) had one in the PM team shop and tested all printers ('28, '36 & '37) befor returning them to their 
"off line" positions... where signals would be fed by 
"some kind" of reciever/demod or computer system...
