It's a Wheatstone stick punch like this one from the British Telecom 
ollection

Used for preparing punched Morse tape. You used the sticks to hit the 
uttons to punch the tape. Hard work. It was later superseded by a 
neumatic punch which made it much easier. Even later replaced by the 
ikes of this at Henlow RAF Signals Museum
