It's a Wheatstone stick punch like this one from the British Telecom 
Collection

Used for preparing punched Morse tape. You used the sticks to hit the 
buttons to punch the tape. Hard work. It was later superseded by a 
pneumatic punch which made it much easier. Even later replaced by the 
likes of this at Henlow RAF Signals Museum
