Jack and Don are both right.  Western Union made a cabinet in this style
for both Model 15s and for their own 100-series machines.  These are 
usually called "post office" because of their resemblance to a street
corner mail box.  Teletype made some too,  and they appear in a photo
of an area at Washington National Airport where a whole bunch of machines
are in a U-shaped arrangement.  Then just recently someone told me he
had seen one of these in the Navy.  The seller on ebay says it was
acquired military surplus, so I guess it's one of the ones made for
the Navy.  I have one of the Western Union models.  It does not have
the enclosed lower section, but has a space for the operator's knees.
