I believe you will find that at the same time eBay changed the feedback
rules eliminating seller ability to leave neutrals or negatives (which was
quite recently,) they also changed the listing requirements in the
"electronic equipment" master category, requiring that ALL sellers accept
PayPal in order to list.  Other categories do not have that requirement.
eBay feels that this category is "high risk" for some reason.  I too was
required to accept PayPal in order to list in that category.

In the same category, they are also reserving the option to withhold payment
to the seller (via PayPal) for something like 20 days, unless the buyer
leaves positive feedback.
