Well, all I know is that when I listed an item a couple of
months ago, the eBay computer *forced me* to use Palpal.

Seems it decided that I was "a risk" because I'd only been
in 91 auctions over the last 4 years...

I'd say the guy who listed the ad you saw found a work-around.
