Hi Ralph,

The plastic tool is used to mount the round felts onto the metal  
inkwell.  You unscrew the top of the inkwell and place the tool where  
the top was.
You remove the old felts by cutting them off or pulling them off with  
a long nose pliers.  The new replacement felts are pushed down over  
the tool to stretch them enough to go over the top of the inkwell and  
down to the two spots where they belong.  If you fill the inkwell with  
ink you can also use the tool to prime the felts.  But use caution as  
the ink can squirt out and make a nasty stain on anything in the area  
including your favorite shirt.

The stainless tool is a small piece of stainless wire.  Pointed on one  
end with a circular loop on the other end.  It is tiny and hard to see  
in the kit.  It could be covered with something else, like the package  
of replacement felts.  It is used to keep the holes in the inkwell  
open and to keep the plastic bottle of ink open.

If your kit is really missing the stainless wire,  I can send you a  
replacement.  Take a good look around, you may discover it.  It is  
smaller around than a sewing needle and about as long as a straight  
pin.  Alternatively you can use the T shaped pins used by dressmakers.

One last tip.  Always use disposable vinyl gloves when working with  
ribbons and / or re-inkers.
