This raises some questions.

Does this reflect a policy decision of the FCC, a personal agenda, or 
both?  What are the issues on the table Riley Hollingsworth wants to 
"work through" that the agency supports?

Does this mean that without Hollingsworth FCC enforcement cases in the 
Amateur service would grind to a halt?

I've never before heard of an employee of a federal agency making such a 
statement, unless they're setting policy.  FCC policy is set through its 
Commissioners and politics (and ultimately comes down from the 
"decider"), not individuals whose job is to carry the policy forward, 
which makes the statement all the more puzzling.
