Here is a page on the CV-89:

I have a picture of the CV-89 as part of the URA-8 (which had two CV-89s
and a comparitor in one cabinet) along with an RBC receiver. I'll forward
that picture to you off-list.
I don't find the manual for the CV-89 in digital form, but I do have a copy
of it, along with two examples of the thing itself. I don't have the
comparitor or the cabinet that housed all three.
According to the web page above, the manual is:
T.O. 21R1-2URA8-11 Frequency Shift Converter-Comparator Group AN/URA-8B and
Frequency Shift COnverter CV-89A/URA-8A
