I don't think that is actually the case (that the TT-4/TG was never fielded). 
 According to a Supplement to TM 11-2234 that I have here, commencing serial 
number of TT-4A/TG was 1392.  Which means that 1391 TT-4/TG were probably 
built.  However, given the relatively minor differences between the two listed in 
the Supplement, I would guess that a Depot drew back the TT-4's and converted 
them to TT-4A's.  I could cite as other examples of this sort of thing being 
done the PE-162-B and the SG-12/URM-48.  All of the former I have ever seen are 
actually PE-162-C and the latter SG-12A.  I've been looking for years for an 
unmodified (original) version of both.  The difference, though, between them 
and the TT-4 would be that for no machines with TT-4 nameplates to be around 
would require that they also changed the nameplates (which is actually the 
logical thing to do).  With the generator and the signal generator, they didn't.  I 
bought two PE-162-B and one SG-12 before discovering that probably no 
unmodifed ones remain.  If anyone has an unmodified version of either, please contact 
me.

There is, however, no conclusion to be drawn about the TT-4 manual being TM 
11-2234 and TT-4A,B manuals being TM 11-5815-206-nn.  The manual numbering 
scheme change occured in the mid 50's +/-2 and applied to all Technical Manuals, 
not only TM 11's and not only the ones on the TT-4.  This was the change from 
the short number to the long number scheme which coincided with the change from 
a single manual covering operation, maintenance and parts to separate volumes 
for each area.
