I see, Eugene. It is indeed as small type of uniselector (probably UK 
terminology). The types used in telephone switching usually have 2 or 3 
wipers space at angles such that as one set leaves the contact bank 
another enters. When used for line hunting (to find a free line etc) 
they commonly have 25 contacts.  The type with only 10 contacts is 
evidently some sort of digit counter and the other respondents 
suggesting it may be part of a control system using a telephone dial to 
select something are probably on the mark - especially with its US Navy 
pedigree.
