[GreenKeys] Navy Stepper Relay

As it has a Navy Type Number, it may be from one of the remote channel select 
controllers built for shipboard sets like the TDZ/RDZ, designed to work 
through the standard shipboard 12-wire transmitter transfer switchboards.  That 
Remote appears to be a CQC-23496.
