A good book on this subject is the Electrical Pal (or red book)  
available at most good hardware stores, some Home Depots and Lowes as  
well.

Does anyone know of a device that can regulate the voltage to my  
transmitter and receiver to keep a good 120vac? Or anything that is  
stable?

TRIPP LITE makes slightly more economical solutions but nothing beats
