    Ask the power company to check for an open neutral wire coming into your 
house.  I had these symptoms before, and Georgia Power connected a chart 
recorder to my meter.  Whenever the refrigerator turned on or off, the 
voltage on the two phases spiked up on one and down on the other.  They dug 
up the wire coming into the house and found the neutral lead was open.  The 
only neutral connection I had was through a ground rod and water pipes. 
Replacing the wire fixed it completely.  None of this should cost you 
anything -- the power company is responsible for "their" side of the meter.
