Hi Lar --
We don't use "0" as the National Number prefix inside country code 1
(USA/Canada). The prefixes used on the public telephone network are:
1 - full national number follows
011 and 001 - full international number follows
0 - connect to local carrier's operator
00 - connect to operator of the specified/pre-subscribed long distance
carrier.
"0" and "00" are recommended for use as prefixes to indication
national or international number in the ITU standards, but not everyone
implements the international standards. USA/Canada suffers the legacy
of having developed its numbering plans for direct dialing (without
operators) in the 1950s, before standards existed on the topic.
