[GreenKeys] Plus signs

Maybe UK is a little different, but from Greece, Philippines and
Morocco, the international access is via dialing 00 then the
country code and number, vice the 011 from the US.

Also, many of the cell phones, especially overseas subscriptions, the
local intenational access codes are enetered as a one button push on the
cell phone that generates the proper international dialing access for the
cell system but displays it as a plus.  I am thinking this also works
with overseas GSM phones roaming in the US, to make toll calls while
stateside.  

(With that said, I can't seem to make my Nokia do the one button thing,
and I know I can reach international dialing via 00 (the phone is on
Maroc Telecoms, not a stateside carrier.)
