[GreenKeys] Possible TTY channel 518 KHz

Hi Larry,
the Navtex service is still active. AFAIK it works with 100 Bd FEC and so it 
cannot be received with a normal TTY. I was told that there is software 
around to decode Navtex. Maybe another listmember knows more?
