There is no differance on 20 meters than the other bands.  Use the same 
shift (170 hz) and have it shift the same way as on 80 meters.  Unlike using 
SSB where you change sidebands, rtty shifts the same way on all ham bands 
when using FSK.
Use whatever power and antenna you can.
