[GreenKeys] What perforator is this please

Hi there,
I'm curious to know the make of this perforator.

The 1939 magazine was produced by Commercial Cables and likely to be of
South American origin. I used to punch on similar metal top keyed perfs but
they were of Creed origin. I'd imagine the "W" stood for the circuit letter
where the operator was assigned? 
Also faint image at upper left in pic looks like a sounder in a resonator
box so maybe the operator was producing 2 unit slip.
