I have run across one other 15 that did this; the answer was that the LTRS
function lever had been strapped to the FIGS function lever and also
disconnected from its normal linkage.  Your machine may have a similar
strapping.  If this is the case it is a matter of removing the strap and
reconnecting the LTRS function lever to its appropriate linkage.  There may
be other mods that accomplished the same 'FIGS lock' condition, but this is
the only one I have actually seen.  It should be pretty easy to check by
looking carefully at the function levers with the printing uint off the base
and inverted.
