[GreenKeys] 850 shift on 3,129.5 Khz?

I occasionally turn on the PK-232 in signal analysis mode on things like
that, and it reports they are synchronous, various number of bits, but
can't decode anything.  Seems likely it's encrypted anyway.

If you want to find out where they are coming from, you might try a
google for "wun club"   which is a web site devoted to SWL of utility
stations.  Maybe somebody there knows something.
