   It is an "Instructograph"  I have two, one with American Morse and a KOB  (Key on Board - sounder and key made for practice), and the other one has a primevel tone generator and the tapes are International morse.  Both of mine used electric motor drive though.  Speed was adjustable by means of a drive wheel engaging a cone with a threaded shaft to move the drive wheel position on the cone.  Look at old magazines.  They always had little ads in the back of men's mags, Railroad mag etc.   That's how I learned morse - real morse I mean.

   The tapes came starting with letters, letter groups, words, sentences and finally complete telegraph messages/ train orders.
