[GreenKeys] Upper Case functions and characters

On private line services the customer could have just about what they
wanted for upper case functions.
The Bell System Teletypewriter Exchange (TWX) service always had BELL
as upper case S. It is the so called American version of ITA2. The
CCITT international version of ITA2 has the BELL on upper case J.
If your machine was set up for sending messages overseas it probably
has the BELL over the J. If it was intended for use in the USA it
would have the BELL over the S.
We Americans used three different keyboard and typebox layouts
depending on the service the machines were put into.

Weather / Symbols
The Commercial / Fractions layout was used for early TWX.
