If you look here:

http://www.fe.doe.gov/programs/reserves/index.html

you will find that our present inventory is at its top capacity of 700 
million barrels.

The fact we haven't built new/additional refining facilities anywhere in 
this country in over 30 years is probably as much reason as any other .

Plus, futures go up every time anything, good or bad, occurs in the Arabian 
Gulf region.

I believe oil companies used to use '28 printing units sans  'front plate' 
assemblies to control pumps and other equipment.
