The NorCal QRP club has a 30 meter QRP transceiver kit that almost will
tune to our frequency. I suspect that you can fiddle the crystal
oscillator to get it to get to our net frequency. I seem to remember a
price under $50 but that may not be right.
I would not assume that a pre WARC station is not 30 meter compatible.
Most of the solid state gear that came with band lockouts also had some
magic jumper you change and poof it's full coverage (and thus 30 meter
compatible). Tube era gear may well tune to 30 meters if you swap out a
crystal to get it on band. I seem to recall that Drake gear was pretty
good in this regard. You could do the same trick with Heath gear but it
took a little more doing.
If you are really going nuts on this then a dedicated radio may be in
order. Channelized marine SSB gear might be a good choice and generally
it's available cheap since everybody wants a band cruiser. I would also
bet that a tube era radio might not be the best thing to run 24/7 as a
monitor radio.
Depending on what you have there are various sites on the net that have
all kinds of interesting data on how to take care of the problem.
