[GreenKeys] Problems on Proposed Autostart Frequenfy 10.133

I have been monitoring 10.133 Mhz for a number of days now and there
appears to be a problem.  There is some sort of automated Pactor or
Pactor II net on that frequency.  It is obviously being continuously
monitored as when I hear a station call in, there is almost an immediate
response and link up.  I would imagine it is one of the email forwarding
services use by Yachts such as Sailmail.  Their highest tone (it is
phase modulated) is exactly on 10.133 Mhz and is strong enough to cause
interference with our proposed autostart net.
 
I hear five to ten message passing sessions per day.  
 
As an alternative, I am listening to 10.135 and 10.137 .  Someone
mentioned earlier that 10.137 was listed in the ARRL bandplan as a
helscriber frequency but so far I have heard only a little Pactor on
that frequency.  10.135 is pretty clear thus far.
