You could do all that and more on metafont, Donald Knuth's typog system.
In fact, I got very involved in TeX in the late 80's for the sole reason
of conjuring a teletype font. I never did that, but had a lot of fun
(and incredibly hard work) using TeX and metafont.

The metafont book in fact has examples on adding randomization to every
character printed.
