Well I can explain part of the listing. Toronto got 25 Hz at the same 
time as Western New York State. Edison put in 25 Hz generation at 
Niagra Falls and then strung lines out from there. By the end of the 
1930's most of that stuff was gone. There still are industrial 
customers hooked up to the original generators even today. I suppose 
it's possible that one or more of them are were in Toronto. Certainly 
standard wall outlets both there and any part of British Columbia I 
have ever been to are all 60 Hz today.

The Panama Canal Zone makes sense because it went in very early in the 
whole scheme of things. Edison and GE had a *big* involvement with the 
project so of course they would have put in "their" frequency instead 
of Westinghouse's. It would be interesting to find out if anything down 
there runs off of 25 Hz any more or at least did in the 1950's and 
1960's. If so then that might be why the military would want to have a 
25 Hz model 28 motor. We certainly had a major military presence down 
there back then.
