There are several things that can cause the keyboard to lock up. The 
most common is either the gear on the typing unit is not meshed 
properly (due probably to lack of typing unit hold down screws.) OR
the keyboard clutch has  a broken spring.  There is also a mod kit on 
some machines to lock the keyboard with certain codes or with red 
keys.  The red keys have separate connections to the machine from the 
green ones.
