Since the receive and transmit sides are essentially independent,
all you need to do is loop-back the audio link.  I think all of the
older TTY tone equipment was designed to work on the "four-
wire" concept, a TX pair and a receive pair.

Modems, as you pointed out, unless they specifically have a
loop-back mode, will work on a two wire path, as your
typical phone line, using two sets of tones for the TX and RX
path.
